Skilled Worker & Craftsman Certificate
Compare NVQ Level 4 courses in Sri Lanka, the trades, the mostly free state funding, and how a National Vocational Qualification leads to NVQ 5, 6 and even a degree.

What is NVQ Level 4?
NVQ Level 4 is the skilled worker, or craftsman, certificate within Sri Lanka's seven-level National Vocational Qualification framework. It is awarded by the Tertiary and Vocational Education Commission (TVEC) and proves that you can perform a trade competently and independently in a real workplace.
Where NVQ 1 to 3 cover basic and semi-skilled work, NVQ 4 marks the point at which you become a fully qualified tradesperson, an electrician, welder, ICT technician or auto mechanic. Most NVQ 4 courses are delivered free or at very low cost through state institutions, making them one of the most affordable routes to a recognised, employable qualification.
- National Skilled Worker certificate (Level 4 of 7)
- Competency-based, hands-on assessment
- Mostly free under VTA, NAITA and VTV schemes
- Direct progression to NVQ 5, 6 and 7

Entry Requirements
Entry to NVQ Level 4 usually requires you to have completed NVQ Level 3 in the same trade, or to hold relevant work experience that can be assessed through Recognition of Prior Learning (RPL). Many trades also accept O/L school leavers who start at a lower level and build up. No A/L is needed.
Fees in LKR
The biggest advantage of NVQ 4 is cost. Courses run by the VTA, NAITA and government technical colleges are mostly free or carry only a small registration fee. Private providers may charge from LKR 25,000 to 100,000, so always confirm whether state funding or stipends apply.
Recognition & TVEC
NVQ Level 4 is a nationally recognised qualification registered with TVEC, accepted for local employment and highly valued for foreign employment in the Middle East. Because it sits on the national framework, it also counts as the foundation for higher NVQ levels and diploma study.
Progression & Career Pathways
NVQ Level 4 is rarely the finish line. From here you can progress to NVQ Level 5 and 6 (National Diploma) and eventually NVQ Level 7, which is equivalent to a Bachelor's degree. This laddered structure means a tradesperson can rise from craftsman to technician to graduate engineer through one recognised framework.
With an NVQ 4 you can work as a licensed electrician, welder, ICT technician, auto mechanic or hospitality professional, locally or overseas. Many skilled workers use the certificate to secure better-paid Middle East contracts, while others continue up the NVQ ladder or move into vocational teaching and training.
