UGC Approved Universities in Sri Lanka
Know before you enrol — your definitive 2025 guide
Choosing a university is one of the most important decisions of your life. This guide explains exactly what UGC approval means, lists recognised institutions, and shows you how to verify status so you never risk your career or migration prospects.
What Does UGC Approval Mean in Sri Lanka?
The University Grants Commission (UGC) is the statutory body established under the Universities Act No. 16 of 1978 to supervise, plan, and regulate higher education in Sri Lanka. When a university or institution is described as UGC approved, it means one of three things: the institution is a state university established by Act of Parliament, it has been granted Degree Awarding Institute (DAI) status by the Ministry of Higher Education, or it is a local campus delivering programmes from a foreign university that the UGC has formally approved for Sri Lanka.
This distinction matters enormously. A degree from a non-approved institution is not automatically invalid for private sector employment, but it will typically be rejected for government service, professional licensing (for example in medicine, law, or engineering), applications to state university postgraduate programmes, and migration skills assessments to countries such as Australia, Canada, and the United Kingdom. Sri Lankan employers in the banking, finance, and state enterprise sectors also commonly require UGC-recognised qualifications.
As of 2025, Sri Lanka has 17 state universities under the UGC umbrella and a growing number of private Degree Awarding Institutes. The UGC also maintains a published list of approved foreign universities whose local partner programmes meet recognition standards.
Categories of UGC Approved Institutions
National Universities
Established by Act of Parliament and fully funded by the state. Entry is through the A-Level Z-score system. These include Colombo, Peradeniya, Moratuwa, Kelaniya, Sri Jayewardenepura, and thirteen others spread across the island.
Degree Awarding Institutes
Private institutions granted authority by the Ministry of Higher Education to award their own degrees. Examples include SLIIT, NSBM, CINEC, Horizon Campus, and NIBM. DAI status is subject to periodic review.
Foreign University Partners
Local campuses offering programmes from UK, Australian, or other overseas universities listed on the UGC approved foreign university register. The degree is awarded by the overseas institution and the local campus acts as a teaching affiliate.

Why UGC Approval Matters for Jobs and Migration
For government employment, the Public Service Commission (PSC) and individual ministries specify that applicants must hold degrees from UGC-recognised institutions. Roles in teaching, nursing, engineering, and the civil service all carry this requirement. Failing to enrol at an approved institution can mean years of study that cannot be used to apply for your chosen career.
For migration purposes, Sri Lankan degrees are assessed by bodies such as NOOSR (UK), AEI-NOOSR (Australia), and WES (Canada and USA). These agencies check whether the awarding institution is recognised in Sri Lanka as well as in the country of destination. Degrees from non-UGC approved institutions routinely receive lower assessments, which can negatively impact points-based visa applications.
In terms of salary, graduates from UGC-recognised institutions entering the private sector can expect starting salaries ranging from LKR 50,000 to LKR 100,000 per month for entry-level roles, rising to LKR 150,000 to LKR 350,000 or above at mid-management level depending on the field. IT, finance, and engineering graduates consistently command the higher end of these ranges.
For professional licensing — for example, registration with the Sri Lanka Medical Council, the Institute of Engineers Sri Lanka (IESL), or the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) — the awarding institution's recognition status is a gating requirement. Students planning to enter regulated professions must prioritise UGC approval from day one.
How to Verify UGC Approval Before Enrolling
Check ugc.ac.lk directly
The UGC website publishes a list of recognised degree awarding institutes and approved foreign university programmes. Use the search function or download the PDF list.
Verify the specific programme
Institutional approval does not automatically cover every programme offered. Some institutions are DAIs only for certain faculties. Confirm your intended course is listed.
Contact the UGC by phone or email
The UGC Colombo office can confirm oral enquiries. Ask for written confirmation if possible to retain for future employer or migration use.
Ask the institution for documentation
Reputable institutions will readily provide copies of their gazette notification or approval letter. Reluctance to share this document is a red flag.
Cross-check with professional bodies
If you plan to join a regulated profession, contact the relevant body (IESL, SLMC, CA Sri Lanka) to confirm your planned degree meets their registration requirements.

Frequently Asked Questions
What does UGC approved mean for a university in Sri Lanka?
UGC approved means the University Grants Commission of Sri Lanka has formally recognised an institution to offer degree-level programmes. Public universities are established by the UGC Act. Private institutions are either granted Degree Awarding Institute (DAI) status by the Ministry of Higher Education or are listed as approved agents of recognised foreign universities. Only degrees from these sources are formally accepted for government employment and professional licensing in Sri Lanka.
How do I verify whether a university is UGC approved?
Visit the official UGC website at ugc.ac.lk and check the published list of recognised degree awarding institutes and approved foreign university programmes. You can also contact the UGC directly at their Colombo 07 office. Always cross-check the specific programme and not just the institution name, as approval is sometimes course-specific.
Are degrees from UGC approved private universities valid for government jobs?
Yes. Degrees from institutions holding UGC-recognised Degree Awarding Institute status are accepted for government executive-grade posts. Degrees delivered through recognised foreign university partnerships are also generally accepted, provided the parent university itself is listed on the UGC approved foreign university list. Candidates should confirm eligibility with the specific government department at application time.
Can I do a postgraduate degree at a state university with a private UGC approved degree?
Yes. Universities such as the University of Colombo, University of Peradeniya, University of Kelaniya, and the University of Moratuwa accept graduates from UGC-recognised private institutions for Masters and MBA programmes, subject to GPA requirements and entry criteria set by each faculty.
Is Ceylon Open Campus UGC approved?
Ceylon Open Campus partners with internationally accredited universities and awarding bodies whose qualifications are recognised in Sri Lanka. Our partner qualifications — including HND and top-up degree pathways — are delivered in association with bodies recognised at the relevant level. Contact us on 075 922 0083 to discuss the recognition status of any specific programme before you enrol.
What is the difference between a UGC approved and a UGC registered institution?
UGC approved generally refers to institutions granted Degree Awarding Institute status or approved to offer programmes from recognised foreign universities. UGC registered is a broader term sometimes used for institutions that have been enrolled in UGC records but may not yet hold full degree-awarding powers. Always confirm which category applies before enrolling.
