UGC Approved University List Sri Lanka PDF 2025

Where to find it, how to read it, and what to do with it

Every prospective Sri Lankan university student should check the UGC approved university list before enrolling. This guide explains exactly where the official list is published, what the different lists contain, how to verify an institution's status, and what to do if you cannot find the institution you are researching.

Why You Need the UGC Approved List Before Enrolling

The UGC approved university list is one of the most important documents for any student considering higher education in Sri Lanka. It is the reference that government employers use to determine whether a candidate's degree qualifies them for shortlisting. It is the document that professional licensing bodies check when assessing membership eligibility. It is the tool that migration skills assessors in Australia, the UK, and Canada use to evaluate whether a Sri Lankan degree meets their recognition thresholds.

Despite its importance, many students enrol without checking the list. This is partly because private institutions sometimes present their status misleadingly, using phrases such as "UGC affiliated" or "government approved" without the specific documentation that confirms genuine DAI status or foreign university partner approval. By the time a student discovers their qualification is not accepted for their intended purpose, they have already spent three years and several hundred thousand to several million rupees.

The UGC publishes its lists online at ugc.ac.lk. This guide explains where to find each relevant list, what each document contains, and how to use it to verify any institution you are considering.

Types of UGC Approved Lists Published in Sri Lanka

State Universities List

17 national universities established under the Universities Act. This list is stable and rarely changes.

Where to find it: ugc.ac.lk — under About UGC / Universities

Use when: Confirm your target state university is in the national system

Degree Awarding Institutes (DAI) List

Private institutions gazetted under Section 25A of the Universities Act. Includes gazette notification references.

Where to find it: ugc.ac.lk — under Degree Awarding Institutes or Private Universities

Use when: Verify a private campus before enrolling for a local degree

Approved Foreign University Programmes List

Local campuses and the overseas universities whose programmes they are approved to deliver in Sri Lanka.

Where to find it: ugc.ac.lk — under Approved Foreign Degree Programmes

Use when: Verify a campus offering a UK, Australian, or other foreign degree

Ministry of Higher Education Gazette Notifications

Individual gazette issues covering each formal approval, revocation, or amendment of higher education institution status.

Where to find it: Government Printer of Sri Lanka — gp.gov.lk

Use when: Obtain the legal document proving an institution's status

Step-by-Step Verification Guide

Follow these steps to verify any Sri Lankan university or campus against the official UGC approved list.

1

Identify the institution type

Is it a state university, a claimed DAI, or a campus offering a foreign university degree? Each requires a different list to check.

2

Go directly to ugc.ac.lk

Do not use third-party websites or cached PDFs. Go to the UGC official site and download the current list from there.

3

Search by institution name

Use your browser's search function (Ctrl+F) within the PDF or web page to find the institution name. Check for exact spelling — some institutions have similar names.

4

Note the gazette reference

For DAIs, note the gazette number and date. This can be independently verified at the Government Printer's website or Sri Lanka legal databases.

5

Confirm programme-level coverage

For foreign university partnerships, confirm your specific programme is listed, not just the institution name. Call the UGC if unclear.

6

Get written confirmation

If you have any doubt, request a letter from the UGC confirming the institution's status. Some employers and migration assessors may ask for this documentation.

What Happens If an Institution Is Not on the List?

If you search the UGC approved list and cannot find the institution you are researching, this does not automatically mean the institution is fraudulent. There are several possible explanations: the institution may be a legitimate higher education provider operating below degree level (for example, offering HNDs or diplomas rather than degrees); it may be in the process of applying for DAI status; its name may be listed differently on the UGC database; or it may genuinely lack recognition.

The correct response is to contact the UGC directly — not to take the institution's word for its own status. The UGC can confirm whether an application is pending, whether a gazette notification is in progress, or whether the institution does not appear in any form on their records.

For institutions offering HNDs or similar sub-degree qualifications through internationally accredited awarding bodies such as Pearson (BTEC), Edexcel, or City and Guilds, the relevant verification is with the UK awarding body rather than the UGC. These qualifications are not degrees and are not on the UGC degree-awarding list, but they are legitimate and internationally recognised qualifications that provide a pathway to a full degree through the top-up route.

The UGC List and Career Consequences

For Sri Lankan government employment, the Public Service Commission cross-references candidates' degree qualifications against the UGC approved list. Degrees from institutions not on the relevant list are rejected at the document verification stage, regardless of GPA or programme quality. This applies to all government departments, state-owned enterprises, and statutory boards.

For professional licensing — engineering, medicine, nursing, accounting, architecture — the relevant professional body will similarly check against the UGC list or its own register of recognised institutions. A degree from a non-approved institution typically prevents registration, which in turn prevents legal practice in that profession.

For overseas migration, skills assessors are generally familiar with Sri Lanka's UGC system. A degree from an institution not on the UGC approved list will be assessed as equivalent to below-degree level, significantly reducing migration points. For Australia's points-based General Skilled Migration programme, the difference between a positively and negatively assessed degree can mean the difference between a visa grant and an indefinite wait in the pool.

Ceylon Open Campus: Clear About Our Qualifications

Ceylon Open Campus does not hold Degree Awarding Institute status. We are transparent about this and proactively explain it to every prospective student. What we offer are BTEC Higher National Diploma programmes accredited by Pearson in the UK, and top-up degree pathways that lead to a full Bachelor's degree from a recognised overseas university.

The BTEC HND is on the UK Regulated Qualifications Framework at Level 5 (equivalent to the second year of a UK degree). It is internationally portable and recognised as a qualification in its own right in many countries. The top-up pathway then brings students to a full Level 6 Bachelor's degree. We are happy to show you the relevant Pearson accreditation documentation and to discuss what the top-up degree qualification means for your career and migration plans. Call us on 075 922 0083.

Frequently Asked Questions

Where can I download the UGC approved university list PDF for Sri Lanka?

The authoritative source for the UGC approved university list is the University Grants Commission website at ugc.ac.lk. The UGC publishes lists of recognised state universities, Degree Awarding Institutes (DAIs), and approved foreign university programmes on this site. Some lists are available as downloadable PDFs; others are displayed as web pages. If you cannot locate the specific list you need, contact the UGC Colombo office directly for the current document.

Is the UGC approved university list PDF regularly updated?

The UGC updates its recognition lists when new institutions are gazetted, when existing approvals are reviewed, or when foreign university partnership approvals change. The frequency of updates is not fixed — it occurs as regulatory actions are taken. For this reason, you should always check the date of the document you are viewing and, if in doubt, contact the UGC directly to confirm current status rather than relying on a PDF that may be outdated.

What information does the UGC approved university list contain?

The state university list contains the names and locations of the 17 national universities. The Degree Awarding Institute list contains the names of gazetted private institutions and their gazette notification references. The foreign university approved programmes list contains the name of the overseas university, the local Sri Lankan campus partner, and the specific programmes that have been approved for delivery in Sri Lanka. The level of detail varies between documents.

Can I use the UGC approved list to check whether a specific course is recognised?

Yes, but with care. For Degree Awarding Institutes, the gazette notification covers the institution's authority to award degrees in general, or sometimes in specific faculties. For foreign university partnerships, the list typically specifies the approved programmes. If the list only shows the institution name without programme details, contact the UGC to confirm whether your intended programme is covered. Programme-level verification is important and worth the effort before committing to enrolment.

What should I do if an institution I want to enrol at does not appear on the UGC approved list?

If an institution does not appear on the UGC approved list, do not enrol until you have an explanation that is backed by documentation. Ask the institution whether they are currently in the process of obtaining DAI status and what the timeline is. Some institutions operate in a transitional state while their gazette notification is pending. In this situation, students enrolled before formal gazettal may or may not have their degrees grandfathered into recognition — this varies by case and is not guaranteed.

Are diplomas and HNDs covered by the UGC approved list?

The UGC approved university list focuses on degree-level qualifications — specifically, institutions authorised to award Bachelor's degrees. Diplomas, Higher National Diplomas (HNDs), and professional certifications are regulated differently. HNDs validated by UK awarding bodies such as Pearson are accredited by the UK awarding body and carry the awarding body's recognition in the UK and internationally. They are a legitimate pathway to a full degree but are not themselves on the UGC degree-awarding list.
